Troy Richardson, Business Development Specialist for the UTSA SBDC Center for Government Contracting. He provides cybersecurity related advising and training to clients in the region. Mr. Richardson has 22 years service with the federal government to include active military and civilian service specializing in security, intelligence, cybersecurity, training, program management, and analysis. He has a BS in Business Administration with a concentration in Project Management from Colorado Technical University and a Master’s of Science in Cybersecurity from Liberty University. He also currently holds his Certified Information Systems Security Professional certification from ISC2.

Administrative Assistant II

April Zendejas joined the UTSA SBDC Center of Government Contracting in 2023 and is an alumnus of UTSA. April is currently working as an Administrative Assistant II with 2 plus years of office administrative experience. As the SBDC CGC’s behind-the-scenes administrative support person, she handles all administrative functions such as: planning, purchasing, travel and other projects.

Vincent Rendon

Project Manager

Vincent Rendon is a Project Manager in the UTSA Small Business Development Center (SBDC), Center for Government Contracting (CGC). He joined the UTSA SBDC CGC in June 2022.

Vincent’s role as Program Manager is to develop and deliver cybersecurity training courses in partnership with the Cybersecurity Manufacturing Innovation Institute (CyManII) for small and medium sized manufacturers nationwide.

Before he joined UTSA’s SBDC, Vincent owned and operated his own IT Managed Service Provider (MSP) small business. Prior to that he worked in the IT Division for a local manufacturing organization in San Antonio for over twelve (12) years. He holds a BAAS in Cyber Security from Texas A&M San Antonio in addition to holding his CompTIA Security + certification.

Melody Cerna

Melody Cerna is the Project Coordinator for the Small Business Development Center (SBDC) COVID Business Recovery Accelerator.  In her role as project coordinator, she is responsible for the planning and implementation of trainings and special projects within the CBRA.    

Prior to joining the team, she worked in the public education system for 15 years. She received both her bachelor’s and master’s degree from the University of Texas at San Antonio.

Daniel Olvera

Business Development Specialist

Daniel Olvera is a Business Development Specialist in the SBDC’s COVID Business Recovery Accelerator. Daniel’s role is to assist COVID affected small to medium sized businesses find relief, recovery and resiliency.

Before joining the UTSA’s COVID Business Recovery Accelerator, Daniel worked in different industries such as Oil and Gas, Food, Cement and others. He also owned several businesses in Mexico and in the US. He holds a Bachelor’s degree in Industrial Engineering from ITESM and a MA in Management Practices from Colorado State University.

Maria Kelley

Maria develops and maintains the websites for the Institute of Economic Development, South West Border Small Business Development Center’s, and the online trade platform SBDC Global. She joined the International Trade Center in 2016 and currently works for the SBDC regional Office. Maria holds a Bachelor of Business Administration in Information Systems from the University of Texas at San Antonio and has been working for the University for over 20 years.

Susannah Munro

Senior Business Development Specialist

Susannah Munro comes to the Center for Government Contracting with over 20 years of experience working for the federal government, government contractors and for the San Antonio Independent School District. Ms. Munro serves as a Senior Business Development Specialist providing assistance to business owners wanting to expand their business into federal, state, and local arenas with government agencies and military installations. Ms. Munro has experience in logistics management including Logistics and Supply Chain/Item Management, Business Management, Cost/Project Analyst Management and Information Technology (IT) support. She has her Certified Procurement Professional Certification (CPP), Federal Contractor Certification (FCC) and is a Certified Business Advisor (CBA) as well as a Veterans Affairs (VA) Certified Counselor. Ms. Munro has a Bachelor’s in Business Administration (BBA) with majors in accounting and marketing from Our Lady of the Lake University in San Antonio.

Jaime Martinez

Associate Director

Jaime Martinez is the Associate Director in the UTSA’s SBDC Center for Government Contracting. He joined the UTSA San Antonio Small Business Development Center in 2007. In 2011 he initiated the SBDC’s Texas International Business Accelerator, playing a pivotal role in assisting foreign companies in expanding their operations to the State of Texas.

As an Associate Director, Jaime’s primary focus is to assist businesses with their government contracting, employer resources and cybersecurity needs. Through his team of business advisors, it offers specialized business advising and training in the areas of disaster preparedness, employer resources, cybersecurity, and workplace safety.

Prior to his time at the UTSA’s Small Business Development Center, Jaime worked in international banking for over nine years. Jaime is a proud graduate of UTSA, holding a BBA in International Business and an MBA in Management from Our Lady of The Lake University.
